Update on Surplus School Lands

Information from the SD 44 Board Meeting May 28/2013:

 

Land, Learning and Livability Community Engagement Update

Keith Lynn facility and site and Ridgeway Annex site
Discussions are continuing towards a purchase and sale agreement for both of these properties, based upon recently completed property appraisals. The terms and conditions of these agreements are presently being negotiated. Terms generally include the provision of a due diligence period of approximately 60 days, after which the purchaser would proceed with
the municipal process, including community input and consultation.
Tentative agreements may be reached in time for the consideration of the Board at the June 18 Public Meeting.

Monteray facility and site
We will be preparing a DRAFT Request for Proposal for the Monteray site for discussion with our Collaboration Sub-Committee with representatives of the District of North Vancouver.
Subsequent to this meeting and discussion and consideration of options, a revised Request for Proposal will be prepared for the consideration of the Board at the June 18 Public Meeting. Based upon the outcome of the June 18 Public Meeting, the Board may proceed with a Request for Proposal over the summer months, with the identification of short-listed proponents by the early fall. Similar to the community engagement process conducted for the short-listed proponents for Ridgeway Annex and Plymouth, public presentations of shortlisted proposals would take place, tentatively in October 2013.

Lucas Centre and Cloverley School and site
Recognizing the complexity of the potential future use of these sites, additional resources will be needed to advance the school district’s land management strategy. Consultant services have been identified as necessary to help facilitate the future land use planning initiatives related to these two sites. The proposed next steps are to proceed with an Expression of Interest to identify resources that may be engaged to facilitate the land management planning
process, specifically for the Lucas Centre and the Cloverley School and site.
A Request for Expressions of Interest would be issued through BC Bid and would be open for a number of weeks. Shortlisted respondents would then be invited to submit a more detailed proposal. The selection and engagement of consultant services would be tentatively finalized in October 2013.

Recommendation: that a Request for Expressions of Interest be prepared to engage a consultant to facilitate the land management planning process, specifically for the Lucas Centre and the Cloverley School and site.

In addition to the land management planning process, the Board will also continue its Community Engagement process to facilitate community input into the future use of the Lucas Centre and the Cloverley School and site.
