We have a feeling that Community Amenity Contributions may be getting a lot more air time in the next little while, with major projects by major developers producing millions of dollars on CACs, and then non-transparent means used by power brokers to get them allocated to beneficiaries.
It appears that CACs can be a major sweetener to get deals closed and rezonings approved. This post is an opening salvo into this murky world. For the moment, just a set of references. We begin with an a flowchart used internally by City of Vancouver staff (at least as recently as 2008 during the NPA regime) about determining who acquires amenity space. Whether this system still applies we do not know.
