Summary of Proposed Changes to the Draft OCP

Coming before Council on Monday May 5th:  

Land Use Designations
Staff recommends the following changes:

1. Include both a Residential Level 4A designation (maximum density: 1.0 FSR) for the entire city (as in current OCP) and a Residential Level 4B designation (maximum density: 1.25 FSR) for the East 3rd Street area.
2. Reduce the Residential Level 6 maximum density to 2.3 FSR.
3. Reduce the Mixed Use Level 3 maximum density to 2.3 FSR.
4. Include both a Mixed Use Level 4A (maximum density: 2.6 FSR) for Lower Lonsdale and a Mixed Use Level 4B (maximum density: 3.0 FSR) for Central Lonsdale.

Density Bonus Caps
Staff recommend a different method which presents the caps more as a maximum potential bonus that can only be achieved where a clear public benefit can be achieved.  Language will also be added to lessen expectations for a bonus Height
Staff recommends the following change:
5. Remove the provision to increase building heights up to a maximum of 20 percent.

Central Lonsdale
Staff recommends the following changes:
6. Reduce the proposed maximum building height for the 2000 block of Lonsdale (London Drugs) from 47 metres (15 storeys) to 25 metres (8 storeys). Revise the proposed land use designation on the Telus site (100 block of East 11th and East 8 th Streets) from Mixed Use Level 3 (2.5 FSR) to Residential Level 5 (1.6 FSR) and reduce the maximum building height from 46 metres to a maximum of six storeys.

Lower Lonsdale

Staff recommends the following change:
8. Reduce the proposed maximum building heights for the 100 block of East 1 st Street as indicated in the draft OCP from 55 metres (18 storeys) to 49 metres (16 storeys).

East 3rd Street Area

Staff recommends the following changes:
9. Revise the proposed land use designation on the 600 and 700 blocks of East 3rd from Residential Level 4 (1.0 FSR) to Residential Level 5 (1.6 FSR).
10. Revise the proposed land use designation on the 400 to 600 blocks of East 2nd Street, the 400 to 500 blocks of East 1st Street, and the 400 block of Alder Street from Residential Level 4 (1.0 FSR) to Residential Level 4B (1.25 FSR).

 

New Requests
Staff recommends the following changes:
11 .Add a Special Study Area for the 300 blocks of East 15th, 16th, and 17th
Streets.
